It's what we call a "Potemkin village", after the adviser who (mythically) built fake towns to fool Catherine the Great about the level of Russia's prosperity. If you peer at it long enough, you gradually discern that the buildings are concrete shells, with lights on automatic timers. According to North Korea, there are schools there, and a hospital, and a big, prosperous collective farm. It's surrounded by sprawling farmland, and is full of tall buildings with electric-blue roofs. The settlement, which has never been visited by outsiders but is visible from the South through binoculars, is called Kijongdong, or "Peace Village". Deep in the demilitarised zone between North and South Korea, half a mile from the border on the northern side, there's a little town.
